How do you know? No one knows for sure. There is no reason to take down the thread as it was news reported and you can't verify that it is true or false.

He's busy making appearances in movies by Jim Jarmusch. You really think he's gonna be spending a ton of time on an 80s franchise that's been reheated in the Hollywood microwave?
I mean, yeah, he shows up in other more mainstream stuff here and there, maybe as a goof, but I just don't think this kind of project really interests him these days. I'm sure there are people who want him to sign to "Groundhog Day 2: Punxsutawney Boogaloo," but I don't see that happening either.
You know what I've realized I'd love to see him in? A serious, dramatic role as a truly evil makes-you-hate-him villain. Not just a comedic antagonist, but someone you're really rooting for to get beaten by the protagonist. I think he could knock a role like that out of the park.

Man, if I ran Columbia (or whoever own Groundhog Day now), I'd do a print campaign for Groundhog Day 2 and get Bill and Andie to do morning talk shows about it and then just release the 1993 movie and see if anyone got the joke.
