I pulled my Elf out and Part #15 doesn't look like it to me on the kit I have. Part #15 on my (E) sprue are both the same and both flat, like the one you pictured on the left side. The one on the right side in that scan does look like that funnel shape extends up though. Weird, being they're the exact same part on mine. Camera tricks? That would be a crazy camera trick! Same sprue position as the part I scanned and attached, as they're both right next to that control arm you can see sticking up in your scan.
The scans I attached are photos of the (E) sprue from my Tamiya Elf

12009 (manufactured in
1973). There's another part on the (E) sprue (#12) that does have that funnel shape like the Falcon part, but it's lot taller than the Falcon part. You'd have to cut it down to match. It is hollow inside, so if it was cut there would be a hole in the middle which looks filled on the Falcon shot. Paint closed the hole, putty? I don't know, what are your thoughts? What's the control arm, or whatever part it is, that the part were looking for sits on top of on the Falcon? I can check my #12 up against that part if I have that kit here too to check scale. Although #12 might be too wide in the center compared to the original..
