Where is Starfleet Headquarters?

My Photoshop skills are lacking...most likely because I don't have Photoshop.

But I did my best to restore the movie set with the tools that I have.

Honestly, I always took it that Starfleet Academy and Starfleet HQ were two separate areas, with one side of the bridge being the place for training and the other side being where the HQ is and that the whole area on the North side of the bridge may be used for Starfleet's main campus in general. But that's just me.
