The pattern on the shoulders isn't a square quilt. Its an angled stretched diamond pattern. I turned it to black and white to see better. One stitch is straight up and down |
and the other is angled like this \

Its name is
"Starfleet Command Officer's Duty Uniform (Variant) Circa 2401"

Authorized for wear by officers assigned to duty billets at Starfleet ground-based installations or otherwise not currently assigned to starship duty. The wearer's rank is indicated by pips or the raised uniform jacket collar.
This version of the Starfleet Command Officer's Duty Uniform variant is worn by actor Jonathan Frakes for his portrayal of Captain William Riker. It is a creation of costume designer Michael Crow and the Star Trek: Picard costume department under supervision of Mitch Kenney.
